Documents needed for public sector tenders: a UK checklist

The documents UK public-sector buyers ask for at each tender stage: registration, selection (PSQ), your tender response and contract award.

In shortA UK public-sector tender usually needs four groups of documents: your Central Digital Platform registration and share code; selection-stage evidence such as insurance, financial information, policies, certificates and contract examples; the tender response itself (quality answers, pricing and declarations); and, if you win, pre-contract documents such as insurance certificates and vetting. Preparing the reusable ones in advance saves most of the time.

Before you bid: registration

  • Central Digital Platform registration and share code. For procurements under the Procurement Act 2023, your core supplier information lives on Find a Tender. See our registration guide.
  • Buyer portal accounts. Most buyers run tenders through an e-tendering portal, which needs its own (free) supplier registration.
  • Company details to hand: Companies House number, registered address, VAT number if registered, and details of directors and anyone with significant control ("connected persons").

Selection stage (PSQ): prove you are eligible and capable

Under the Act, buyers use the Procurement Specific Questionnaire and their own conditions of participation. Typical evidence:

Tender stage: your response

  • Quality (technical) answers to the buyer's scored questions, within word limits, often referring to your method statements and policies.
  • Pricing schedule in the buyer's format.
  • Social value commitments where scored (see social value in tenders).
  • Carbon Reduction Plan for in-scope central government contracts above £5m a year (PPN 006).
  • Forms and declarations such as the form of tender, conflict of interest and non-collusion declarations, and any requested CVs or organisation charts.
  • Sector documents such as RAMS for works, or safeguarding and DBS arrangements for care and education.

If you win: before the contract starts

  • Insurance certificates at the required levels.
  • Staff vetting evidence where needed (for example DBS checks or security clearance).
  • Signed contract, agreed KPIs and any mobilisation or implementation plan.
  • For notifiable below-threshold contracts awarded from 1 April 2026, your Central Digital Platform unique identifier.

Most of these documents are the same for every bid. Keep current versions in one folder: policies, certificates, insurance, accounts, contract examples and short standard answers. Review them every year and whenever your business changes.

Frequently asked questions

What documents are required for a tender submission?

Typically your Central Digital Platform share code, insurance details, financial information, the policies and certificates the buyer asks for, contract examples, your quality answers and pricing, and any declarations. The procurement documents list exactly what each buyer needs.

Do I need ISO certification to bid for public contracts?

Not by law. Some buyers name ISO 9001, ISO 14001 or ISO 45001 as conditions of participation, and should accept equivalent evidence. Many smaller contracts accept signed policies with evidence of how you apply them.

Can I bid without previous contract examples?

Often, yes. Questionnaires based on the government template let you explain why you have no examples (for example, you are a new business) and how you meet the technical requirements another way.

How long should I keep my bid documents current?

Review policies, certificates and insurance at least annually. Many buyers look for policies signed and dated within the last 12 months.
